It really depends on the level, the school/district and the program. I am at the high school level and for us at our school the answer to your question is none. The Athletic Director has absolutely no input into the final picks for a team in any sport at our school.
Agreed, it truly does depend on the school district and program. It also may depend on the coach's experience. Some jr. high coaches are young and may have not coached in the school district and does not know many of the players. They may talk to former coaches/ teachers or athletic directors to get a feel for certain kids.
Let's say you get down to one spot left on the team, and two kids are very close to making that last spot. One kid may be a great student, gets along with others, etc. and the other is a troublemaker, struggles in school, etc. A new teacher/ coach to the district may not know this information and ask some others for their opinion.

why not choose all the kids and find a solutin to watch them mature and wait for the "cream to rise" when they become more mature? It really is why other countries are now filling our Us colleges with palyers--they truly have the best athletes,,,not the favorites when they were 12. think about it.

We need to be careful in making statements like "It really is why other countries are now filling our US colleges with players" and then use that statement to imply that athletes in this country are inferior to their counterparts in other countries. Yes, there are "some sports", and "some" colleges, who are filling "some" spots with foreign players but it is certainly not as extensive as your statement implies. I do not know of many foreign players filling roster spots in football, nor in basketball for that matter. Soccer, yes there are some - the popularity of this sport in other countries would lend itself to this. Women's volleyball is also another sport where some colleges have a good number of foreign players, maybe even over 50%, but that is not the majority. And the reasoning for some of these payers working hard and becoming proficient enough to be recruited for collegiate sports in this country are far different than what some might expect.
