As of 1997, the following 28 states require some type of training in order to coach interscholastic athletics:

Pennsylvania
Rhode Island

Virginia
*As mandated by the state legislature in 1986, New Jersey does require coaching education for volunteer coaches, but it concentrates on liability issues.
